Office Of The Speaker

The Office of the Speaker is established under Article 178(1) of the Constitution which states: “Each County Assembly shall have a Speaker elected by the County Assembly from among persons who are not Members of the Assembly”.

The Speaker of the County Assembly shall have the following duties and responsibilities:-

  • The Chair of the County Assembly Service Board.
  • The Speaker presides over all debates of the County Assembly (unless delegated) without prejudice.
  • Enforces the observance of the Constitution, the Standing Orders, relevant statutes and Assembly traditions, procedures and practices.
  • The Speaker administers the oath of affirmation or allegiance to Members and issues writs for vacant County Assembly seats.
  • Spokesperson of the County Assembly and shall ensure that the dignity of the County Assembly and by extension, Assembly, is upheld and its rights and privileges are not abused.
  • The Speaker is the final authority on all matters touching on the interpretation and application of the practice and procedure of Assembly at all times.

Pauline Nyokabi (PWDs Representative) has sought a statement from the Committee on Gender, Social Services and Special Programmes Committee on the measures put in place to protect Nyeri residents from the effects of heavy rains. In her statement, Hon. Pauline noted that the excessive rainfall has resulted in drowning, collapse of houses, destruction of property and infrastructure, damage of crops and livestock loss, displacement of people, sanitation and public health risks and other socio-economic effects.The Hon. Member was concerned that the aforementioned are particularly grievous for Special groups such as PWDs, the elderly, residents occupying informal settlements and the residents living in the high-risk locations and therefore called for special attention.Hon. Jackson Kabingu yesterday engaged the Officers from the Department of Solid Waste Management led by the CEC Mr. Peter Ngatia and the Chief Officer Ms. Violet Koigi regarding the status of Gikeu dumpsite located in Othaya Sub County. Under discussion were the plans by the Department to drain the storm water runoff at the dumpsite to sewer systems as a long-term solution to prevent flooding of the site and pollution of the neighboring environs. Agnes Wachira urging the County Executive Committee Member in charge of Lands and Housing to digitalize Land Management and other Related Services and Maintain updated digital land records for easier access of information by the Nyeri Citizenry on land ownership, Boundaries, transactions among others in order to reduce land disputes and ensure informed decision making.While moving the motion, Hon. Agnes emphasized that establishment of Land Related Management Digital Systems and Data will enhance service delivery of change of user of land, beacon re-establishment, land sub division, leases extension/ renewal and searches. Further, the Hon. Member noted that automation and digitalization of Building Development Services would ensure timely and standardized delivery of Housing related Services such as approval of building plans and reduce bureaucratic processes and paperwork as well as curtail building approval defaults. In a sitting chaired by Temporary Speaker and Iria-ini Ward MCA ( Mathira) Hon. David Kabatha, the Hon. Members supported the motion reiterating that land survey, mapping, boundaries, fencing and housing are among the functions of the County Government as stipulated under part 2 of the Fourth Schedule of the Constitution of Kenya.
